隨著城市機動車量的不斷增加，許多大城市如北京、上海、南京等出現了交通超負荷運行的情況，因此，自80年代後期，這些城市紛紛修建城市高速道路，在高速道路建設完成的初期，它們也曾有效地改善了交通狀況。然而，隨著交通量的快速增長和缺乏對高速道路的系統研究和控制，高速道路沒有充分發揮出預期的作用。而城市高速道路在構造上的特點，也決定了城市高速道路的交通狀況必然受高速道路與普通道路耦合處交通狀況的制約。所以，如何采用合適的控制方法，最大限度利用好耗費巨資修建的城市高速道路，緩解主幹道與匝道、城區同周邊地區的交通擁堵狀況，越來越成為交通運輸管理和城市規劃部門亟待解決的主要問題。為此，筆者進行了深入的研究，本文就城鄉交通燈模擬控制系統的電路原理、設計計算和實驗調試等問題來進行具體分析討論。
實現路口交通燈系統的控制方法很多，可以用標準邏輯器件、可編程序控制器PLC、單片機等方案來實現。其中用標準邏輯器件來實現電路在很大程度上要受到邏輯器件如門電路等的影響，調試工作極為不易，而筆者對單片機運用來進行系統的設計開發也不是很熟悉，因此，最終筆者選擇了用可編程的控制器PLC來實現系統功能的設計，完成本次課設的題目。
